About Us

Oakview has been in operation since 1994. Our primary goal for the youth is to provide a holistic approach to treatment by using the basic reality based tenets of choice theory to promote positive behavior modification and the will to live a crime-free life. We are eager to formally introduce you to our facility.

Our Facility

Exterior view of OJRCThe Oakview Juvenile Residential Center is a 24-bed residential facility, which houses adjudicated male felony offenders between ages 12-17. An Executive Board of Judges oversees the operation. The Board consists of six juvenile court judges from the counties of Belmont, Guernsey, Harrison, Jefferson, Monroe, and Noble. Youth may be placed here from any of Ohio’s 88 counties in lieu of placement into an Ohio Department of Youth Services facility. To meet Oakview’s mission statement, the staff at OJRC provide a holistic approach by using the basic reality based tenets of choice theory to promote positive behavior modification and the desire to life a crime-free life.

The facility design is a “T” shaped structure. The entrance, administrative offices, dining and kitchen areas, conference room, medical offices, employee entrance and gymnasium are located in the front part of the building with a hallway dividing the building’s structure. At the end of the main hallway is a command center with unobstructed views into three 8-bed living units. Each living unit consists of eight individual sleeping rooms with bed, chair, writing surface, and clothing storage. Also in each living unit are a day room area with tables, chairs, television, laundry room and two bathrooms with showers. A staff desk is situated near the front entrance into each living unit. Adjacent to the three living units are the Case Manager and the Shift Supervisors’ offices.

Indoor GymThe facility is located in St. Clairsville, Ohio – approximately 120 miles east of Columbus, Ohio and 15 miles west of Wheeling, West Virginia. The facility is situated on five beautifully landscaped acres in a semi-rural setting with other public agencies, educational entities, and private businesses within a one-mile radius of the facility. It is located just off an exit to Interstate 70 and is approximately five miles from downtown St. Clairsville.
